Thankfully he does several attacks where his shield is moved out of the way, leaving himself open to be attacked. Much like the first boss, the Commander has a giant shield that will block basically any attack, so you must wait for him to open himself up. The Commander fight is a bit different from the first boss, as he's a bit more cautious and doesn't become more reckless as the fight goes on, so be careful!
